He says that he does not wish to do what he forbids. He seeks reform as far as he can, trusting Allah and turning to Him.

Arrogant leaders threaten to drive Shuayb and the believers from their town unless they return to the community’s religion. Shuayb asks Allah to judge truthfully.

Allah saves Shuayb and those who believe by mercy when the command comes. The Quran does not identify him as Jethro or as the man related to Musa in Al-Qasas.
